On Test (Upgraded from 11i): 12.1.3 version, User Registration

Unable to Compile ibeCRgpPostRegistration.jsp

ERROR

Parse error in ibeCRgpPostRegistration.jsp:
oracle.jsp.parse.JspParseException: /jtfincl.jsp: Line # 39,
Error: Tag attempted to define a bean which already exists: pageDispatcher
oracle.jsp.parse.JspParseException: /jtfincl.jsp: Line # 43,
Error: Tag attempted to define a bean which already exists: requestDispatcher
oracle.jsp.parse.JspParseException: /jtfincl.jsp: Line # 97, scope = "request">
Error: Tag attempted to define a bean which already exists: _jtfOAPageBean2

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. compile all iStore jsp files using below command:
  perl $FND_TOP/patch/115/bin/ojspCompile.pl --compile -s 'ibe%' --flush -p 20 -log /tmp/compile.log
2. Review /tmp/compile.log for error

The issue has the following business impact:
Currently, there is no functional loss/issue due to this jsp but want to proactively resolve the jsp issue to avoid future issues.
