R12: AP: The Setup Subledger Accounting Method (SLAM) Encumbrance Accrual in Primary Ledger Combined with Encumbrance Cash in Secondary Ledger Is Not Supported

Symptoms
When attempting to run Create accounting the following error occurs:
95335 An encumbrance type is required for encumbrance journal entries. Please provide an encumbrance type for the subledger journal entry.
This line cannot be accounted until the accounting event that it references has been fully accounted.
Please ensure the accounting events for the transaction with the following identifiers for the application Payables have been accounted: invoice_id: XXXXXX.
The issue can be reproduced at will with the following steps:
1. Navigation: Payables
2. Setup > Financials
2. Accounting Setup Manager > Accounting Setups
3. Query the Ledger to which the SLAM - Subledger Accounting Method is attached
