Intercompany Invoicing
Using Standard Intercompany process between PA , AR and AP

AR Intercompany credit memo takes exchange rate of original invoice Transaction Date. 
AP Intercompany credit memo uses exchange rate of credit memo invoice creation date instead of original invoice transaction date as it does in AR.

The Original AR Invoice got created in AR in 18-Aug-17 and a Credit Memo for the invoice on 19-SEP-17.
Credit Memo used Currency Rate & Exchange Date as of Original Invoice i.e. 18-Aug-2017, but when credit memo is imported into Payables on 19-Sep-2017 it is using Currency Rate & Exchange Date 19-Sep-2017.

Expected Payables credit memo to use 18-Aug-2017 instead of 19-Sep-2017

AR invoices/credit memos imported into AP Interface Tables using 
    "PRC: Tie Back Program from Receivables" 
     then "Payables Open Interface Program" to imported these into AP Base Tables.

Is this standard behavior?
Should credit memo in Payables use original invoice currency rate and exchange date instead of the date & rate when it's imported into AP
