Error when Attempting to Setup Calendar Event Holiday for US for Coverage and Exclude or Override Canada

When attempting to Setup Calendar Event Holiday for US is enabled for Coverage, Tried to update the Calendar event and exclude/override a specific Geographic location (Canada),
the following error occurs.
A parent coverage value was not found for the coverage override Canada.
The issue can be reproduced at will with the following steps:
1. Navigate to US Super HRMS Manager Responsibility
2. Go to Work Structures > Calendar Events > Enter and Maintain Events
3. Under Coverage Node for Canada Set the Usage to Override
4. If you attempt to enter anything as an override or exclusion without selecting the top node then you will see the error,
