On : 12.2.6 version, Batches

When trying to Complete a batch with step in WIP status , the error is thrown,

Error : All Steps in this batch do not have a status of COMPLETE. Please complete these steps before you complete the batch.

The Enforce Step Dependency flag is enabled at Routing level .
