Update Replace in Assignment Form Skips Legal Employer Validation Even When Future Payroll Actions Exist (Doc ID 2364219.1)

On : 12.2 HRMS RUP10 version, Australian Payroll

Legal Employer has been corrected wrongly for the future assignment records when update the Organization in the past.

For an Australian employee, business has updated the Organization effective from Past date.
Employee has total of 5 assignment changes in future including a Legal Employer change. The Legal Employer (Statutory Info.) in the first 3 assignment records and latest 2 assignment records are two different ones.
When the Organization has been updated in Update > Replace mode effective from a past effective date (the 1st assignment record), it has also corrected all the assignment records with Salary Basis and Legal employer of the
initial record.

As the payroll was processed, it should not change the Legal Employer during the period (as Payroll actions are present using that Legal Employer).

The issue can be reproduced at will with the following steps:
1. Ensure that there is a Legal Employer change as Update and Payroll actions after that.
2. Date Track to a previous Date, change Organization and save as Update > Replace.
3. Find the future Legal Employer change is removed.

The issue has the following business impact:
Due to this issue, users cannot process Payroll. There is data corruption as the Legal Employer used in Payroll is now replaced in Assignment record.
