All Notifications And Emails Going To SYSADMIN Instead Of The Recipients

User configured the Workflow Mailer on a 12.2 E-Business Suite environment using the SMTP outbound server. Tested the Workflow Mailer sending a test message for SYSADMIN. The SYSADMIN email ID is receiving the emails as expected.
However, when this test is conducted for other users, emails are not going out. The wf_notifications table shows the to_user ss changing to SYSADMIN from the original recipient.
