Steps:
1.Run 'Program - Publish FSG Report Set'
2.The following error occurs.
   rgsssr.rgsssr:
   ORA-00001: unique constraint (RG.RG_REPORT_SET_REQ_DETAILS_U1) vi

*This issue occurs all report sets.
*The indexes are all valid.
