Close Enrollments Process Error 'ORA-20001: BEN_91769_NOONE_TO_PROCESS:' (Doc ID 2364896.1)

Problem Statement:

When attempting to run the Close Enrollments Process, the following error occurs.

No person got selected with above selection criteria.
The selection criteria you chose resulted in no persons being selected. Choose different selection
criteria or reduce the number of parameters you select. Error occurred in the following package :
ORA-20001: BEN_91769_NOONE_TO_PROCESS: N, PROC, ben_close_enrollment.process


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Go into the responsibility: HRMS Manager.
2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request.
3. Select Request name "Close Enrollments Process".
4. Submit the request with the following parameters:

  Effective Date: DD-MMM-YYYY
  Program Name: Effective and Core Benefits
  Life Event: Termination
  Assigned Life event Date: DD-MMM-YYYY
  Validate: Commit - Database will be updated
  Audit Log Flag: No
  Action Item Effective Date: DD-MMM-YYYY
  Close Action Items Flag: Yes
  Close Mode: Normal Close


The user expects this to not locate an eligible employee each day.
The users also don't believe the concurrent process should show an error and should instead complete normally but just mention in the logs that no employee met the criteria.
