EBS R12 Forms Are Not Launching After Applied JWS Patches

Symptoms

 Applied CPU patches and can't open forms

 Below error message can be seen (NOT on all browsers):

500 Internal Server Error

Servlet error: An exception occurred. The current application deployment descriptors do not allow for including it in this response. Please consult the application log for details.

  In application.log, below error can be seen:

Caused by: java.lang.RuntimeException: oracle.apps.fnd.common.AppsException: oracle.apps.fnd.common.AppsException: java.sql.SQLException: ORA-28040: No matching authentication protocol
