Goal

Upgrade from 11i to R12 and found following issues on counters


Issue#1
======
If there are multiple counters associated to the item instance only the first one associated to the item instance is displayed.

Issue#2
=======
 In r12 utilizing the Oracle Installed Base Agent User  responsibility the user may only add one counter group to an item instance. Once the first counter group is added the button "Attach Counter Group" is no longer available on the page.
