Business Events Not Created When Primary Usage Of Site Is Changed Automatically

Business events not created when primary usage of site is changed automatically. When an existing primary site usage (Ship-to or Bill-to) is removed, business event is generated only for the site usage which was removed and automatically marks any existing non-primary site usage under same Operating Unit as primary, without generating business event for this new site usage which is made primary.
The issue can be reproduced at will with the following steps:
1. Navigate to Receivables Manager Responsibility
3. Navigate to Account details.
4. Click on Business purpose tab and inactivate the Primary business purpose (eg:ship_to).
5.Business event"oracle.apps.ar.hz.CustAcctSiteUse.update" will be raised and system automatically makes the ship_to as primary in the same org
6. Primary Business event is raised, Non-Primary Business event is NOT raised.
