Error Message "This item(xxxxxxx) is not Installed Base Trackable"On Service Request Charges Input (Doc ID 2366914.1)

Symptoms

On : 12.1.3 version, Charges UI, APIs, and schema


While submitting the charges from Service request it is throwing the following error

ERROR
-----------------------
This item (xxxxxx) is not Installed Base Trackable. For an item to be IB Trackable, the 'Comms_nl_trackable_flag" needs to be set to "Y" for the combination of Inventory item (yyyyyy) and Inventory Master Organization ID (zzz) passed. Please check the item definition.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Application and navigate to Service responsibility
2. Create a Service Request
3. Navigate to Charges tab and add a charge line with item having issue
4. Select the charge line created and submit the charges

Observe the above error
