Change Status Option is not Enabled for Contracts Imported Through API

Symptoms

On : 12.2.5 version, Service Authoring

ACTUAL BEHAVIOR
---------------
Change Status is not enabled after contract activation
When a service contract is created and it is approved, it moves into Active Status. After this when we try to change the contract status, the Change status appears disabled.
The workaround that we have to use is that, we open the contract for update, change it again back to Active status then the change status becomes enabled.

EXPECTED BEHAVIOR

Change Status should be enabled

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract and approve
2. Open the contract and click on Tools menu. Change Status option is disabled

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot change the status other than the workaround which is a tedious process.
