CSI - System LOV Is Not Listed While Copying The Item Instance

When attempting to copy an IB item instance in the IB UI, when enter a new value for the field 'System',
the following error is shown directly under the 'System' field, and also on top of the IB>Copy Item Instance page.
Error on top of page: "System - Select a valid value"
The issue can be reproduced at will with the following steps:
Responsibility: Oracle Install Base Agent User
1. Query an item instance.
2. Select an instance and Click Update Icon to open Instance Update page.
3. Click Copy Instance link to open Instance Copy page.
4. Update the item instance > Enter a serial number > Enter a value for System
5. Click Apply button
6. Error message displays: error-Please select a valid value
