AGIS System Error When Trying To View Outbound Transactions java.lang.IllegalArgumentException

Advanced Global Intercompany System (AGIS) transactions cannot be viewed or updated.
After applying security patches, viewing the outbound transactions fails with java.lang.IllegalArgumentException.

Issue can be reproduced as follows:

Responsibility: Intercompany superuser

1) Navigate to: Transactions - Outbound.
2) Search Outbound Batches to query on a batch that is already existing.
3) Click on Batch Number and Go to query the batch.
4) The following error is seen: You have encountered an unexpected error. Please contact your System Administrator of assistance.
5) Select - Click here for exception details and the following error is seen:

oracle.apps.fnd.framework.OAException: java.lang.IllegalArgumentException: Failed to get sdecurity predicate for QRSLT

File version of is 120.8.12020000.15 or lower.
The version can be verified via the following sql query:
