Users Are Able To Double Receive ASN When RTP Still Running

Symptoms
Find that you are able to double receive Advance Shipment Notice (ASN) or Purchase Order (PO) when Receiving Transactions Processor (RTP) still running.
RCV Processing Mode is Immediate. When you perform the Express Receipt and save, you can inadvertently query same ASN again and receive double while RTP is still running for first receipt.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Receipts form
2. Express Receive a shipment
3. You can then re-query and receive again
