Unable to reassign leads using TAP when Lead Owner Flag enabled

should be able reassign leads using TAP when Lead Owner Flag enabled

The issue can be reproduced at will with the following steps:
1. Sales User > Sales Dashboard > Leads
2. Create Lead and then click Apply
3. By default, the Owner flag is enabled (checked) for the Sales Manager assigned to the lead (Internal Sales Team)
4. Run Concurrent Program: Assign Territory Access for New Mode
5. Lead is not reassigned to correct sales manager as expected based on Territory Assignment Rules

6.Uncheck 'Owner'
7. Click Save
8. Lead is reassigned as expected
