After Upgrade from 12.1.3 to 12.2, Incompatibilities Doesn't Work Correctly for Some Seeded Concurrent Program (Doc ID 2368276.1)

Symptoms

After upgrading from 12.1.3 to 12.2.6, we noticed that on some of our concurrent requests that had incompatibilities , were running at the same time. After removing the incompatibilities and adding them back they would not run together.

The customer had set incompatibilities for a seeded concurrent program "Mass Edit Material Overhead Costs" when they were using EBS 12.1.3 and the incompatibilities had been working nicely. To be more specific, They set "Mass Edit Material Overhead Costs" as incompatible program (it means multiple "Mass Edit Material Overhead Costs" don't run at the same time.).  However, after the upgrade, "Mass Edit Material Overhead Costs" got to be able to run in parallel.

Changes

 Upgrade from 12.1.3 to 12.2.6.
