User doesn't manage to validate the invoice or enter the distribution after import the invoice with project information.

AP.PLSQL.AP_APPROVAL_PKG.Execute_Dist_Generation_Check Execute_Dist_Generation_Check-insert from dist set has error - (PATC_MSG_TOKEN1= ) (PATC_MSG_TOKEN2= ) (PATC_MSG_TOKEN3= )

STEPS

The issue can be reproduced at will with the following steps:
1. Log in EBS
2. Switch to Payable Responsibility
3. Go To The Path : Invoice -> Entry
4. Action -> Validate (or try to enter the distribution data)
