Symptoms

ACTUAL BEHAVIOR
TAX calculation does not consider Charges values in sales order.
 

EXPECTED BEHAVIOR
Expect VAT tax to default on the sales order

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench, Order Organizer > Enter the order,
3. Tax is not defaulted
