The issue can be reproduced at will with the following steps:
1. create a Funds Capture Process Profiles
2. create routing rule based on receipt method
3. run the automatic receipt creation program , the authorization will create the record with correct payment system details
4. run the remittance program , program will give the error ROUTING_FAILURE

Due to this issue, users cannot create settlement record.
