Error Page Occur in Customize Favorites Page with 1 Character Only in Function Prompt

Symptoms
The following error occur in Customize Favorites page when push GO after
one character(both 1byte and multi-byte) only is put in Function Prompt.

oracle.apps.fnd.framework.OAException: java.sql.SQLException: Missing IN or OUT parameter at index:: 1
at oracle.apps.fnd.framework.OAException.wrapperInvocationTargetException(OAException.java:996)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:211)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:153)

The issue could be reproduced by the following steps:
1. Log into EBS.
2. Click button "Personalize" on the Favorites
3. Input one character (both single byte or multiple byte, e.g. 1, a) in
"Function Prompt" and click button "Go".
