Is it possible to avoid Autocreate Config Exception hold?

Goal
On : 12.2.5 version, Configuration Process
Autocreate Config Exception Hold is being applied for sales orders. Is there a provision to disable this hold?
The system is applying this hold when certain components are not available. Setting the item attribute 'Create configuration item, BOM to 'based on Model'. Hence whenever a configuration item is created, it will be assigned to all the inventory organizations to which the model is assigned. While user still desires this to happen, they do not want the hold to be applied as the BOM for configuration item in other inventory organizations.
Is there any provision to disable this hold and prevent applying this hold for configuration item lines.
