Promotional Modifier Defined in a UOM Does Not Get Applied On An Order Created with a Different UOM (Doc ID 2370206.1)

Goal

Promotional Modifier is defined in a UOM say LTR , but when the Order is created in another UOM say CTN , the Modifier does not get applied on the Order.
