Unable to access login page - Error "The Distributed Caching System failed to initialize on port<port number>" (Doc ID 2370266.1)

When attempting to access the login page, the following error occurs:

The system has encountered an error when servicing the request, Please try again. If the error persists, please contact the system administrator.


Seeing following error in oacore_server logfile

 Exception in static block of jtf.cache.CacheManager. Stack trace is: oracle.apps.jtf.base.resources.FrameworkException: IAS Cache initialization failed. The Distributed Caching System failed to initialize on port: 12410. The list of hosts in the distributed caching system is: <IP1> <IP2> <IP3> <IP4> <IP5> . The port 12410 should be free o


 The issue happened after rebooting the server.
