Symptoms


When attempting to access the login page, the following error occurs:

The system has encountered an error when servicing the request, Please try again. If the error persists, please contact the system administrator.

 

Seeing following error in oacore_server logfile

 Exception in static block of jtf.cache.CacheManager. Stack trace is: oracle.apps.jtf.base.resources.FrameworkException: IAS Cache initialization failed. The Distributed Caching System failed to initialize on port: 12410. The list of hosts in the distributed caching system is: 10.1.20.92 10.1.20.93 10.1.20.91 10.1.20.95 10.1.20.96 10.1.20.97 10.1.20.94 . The port 12410 should be free o

Changes

 The issue happened after rebooting the server.
