There Is No Participant Lov in PO Approval Mail (Doc ID 2371315.1)

Goal

If we click "Request Information" link in web PO approval notification, then user can select the Participant, who will be notified more information in the web page.
However if user click the same link("Request Information") in mail notification, there are no choice of the person in reply mail.
How can we choose the person who will be notified?
