Parent Serial Number Not Copied To Actual In Service Request Charge lines (Doc ID 2371363.1)

Symptoms

On : 12.1.3 version, Charges UI, APIs, and schema

ACTUAL BEHAVIOR
---------------

An estimate Line has been created in Service Request Charge form with the Parent Serial Number included.
Parent Serial Number is not copied to actual

When that Estimate line is selected and the user presses the "Copy to Actual" button then the newly created actual line is not populated with the parent serial number.

EXPECTED BEHAVIOR
-----------------------
When an estimate line with an parent serial number is copied to actual the line should be populated with the parent serial number.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Service
2. (Nav) Service Request > Create Service Request
3. Create Service request with an particular serial number.
4. Create estimate charge line and then copy the line to actual by pressing the button "Copy to Actual"
