ACA Minimum Rate Requirement EIT Is Not Pulling Correct Rates on 1095-C (Doc ID 2373560.1)

On : 12.1 HRMS RUP10 version, Affordable Care Act

Actual Behavior:
While utilizing the ACA Minimum Rate Requirement EIT to manually override the lowest monthly rates, the 1095 is not consistently reflecting the rates correctly.

Expected Behavior:
If rates change throughout the year - and are represented accurately on the ACA Min Rate Requirement EIT, then they should show accurately on the actual 1095-C as intended.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. GRE has a rate change for a medical plan sometime during the year
2. ACA Min Rate Requirement EIT is populated to contain the rates that apply to each month during the year
3. Run the Benefits ACA Archive Process
  - Notice that the rates in Line 15 are pulling the first rate used during the year and applying for the entire year - rather than displaying both (or more) rates as set on the EIT
