On : 12.1.3 version, VERTEX Code or Data Issue

ACTUAL BEHAVIOR
---------------
When submitting a quick pay with LOGGING turned on and the parameter of V for Vertex, the OUT file is 0 bytes.


EXPECTED BEHAVIOR
-----------------------
Vertex Log file should be created when the quick pay runs to completion

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup the Quick Pay for submission 
2. Turn on Logging
3. Vertex out file is 0 bytes

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot produce the vertex log file
