Goal

Why, with the below settings, does a Sales Order allow covering the PTO Model under a Service Contract?

Settings:

  The PTO Model does not have "Enable Contract Coverage" checked.
  On the Service Availability form, items are not Generally Available and are only marked as available for some products.
