R12: AP: ORA-01403 No Data Found Error Occurred When Using API To Update Vendor Site (Doc ID 2374972.1)

Symptoms

When executing API AP_VENDOR_PUB_PKG.update_vendor_site_public, the user sees an error message for several sites
- API call failed with error ORA-01403: no data found in Package AP_VENDOR_PUB_PKG Procedure Validate_Vendor_Site.
Patches related to this error (as noted in Doc ID 2031366.1, Bug 18455207) are already installed and settings are correct (as noted in Doc ID 2209969.1).
