New Custom Image is Unavailable When Added in OTM

Symptoms
ACTUAL BEHAVIOR
---------------
When adding a user defined image in OTM, the image is not reflected in the user interface after specifying the physical path of where the image resides on the server
EXPECTED BEHAVIOR
-----------------------
It is expected that be able to see the image in OTM after specifying the path of where it resides.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Place an image file (.gif or .jpg) format on the OTM webserver. Take note of the path of where it is created.
2. Navigate to Configuration and Administration > Power Data > General > Images
3. Click New to create a new image.
4. Specify the path of the image in the 'Path' field and click Finished
5. The image will not be displayed in OTM
