R12 E-Business Suite Workflow Administration Process Fails With Error 'ORA-01403: NO DATA FOUND' After Applying Patch 24294590 And Setting 'WF: Disable Reassign to Submitter' to YES

E-Business Suite R12 Workflow, Workflow Administration related issues
After installing <Patch 24294590> and setting the profile option 'WF: Disable Reassign to Submitter' to YES at site level, some workflows fail with the following error:
'ORA-01403 no data found.'
Further investigation shows when vacation rules were in place the following workflow returned the error:
CMREQ_COLLECTOR_APPROVAL #EXCEPTION 100
In other cases the receivables collection workflow failed with the above error.
The above case is for Receivables, however the same error can occur for any functional product workflow after 24294590
