OPH: Change Orders Revised Item Page Doesn't Default "Update Job/Schedules" Column Based On Build In WIP Flag (Doc ID 2375630.1)

Symptoms

ACTUAL BEHAVIOR
Product Hub:  ECO Revised Item page doesn't default "Update Job/Schedules" column

EXPECTED BEHAVIOR
If Build in WIP flag is checked, Update Jobs / Schedules check box should be checked. This is the behavior on the core Engineering form (ENGFDECN)

STEPS
The issue can be reproduced at will with the following steps:
1. ECO Revised Item page > See Update jobs check box is unchecked
