HR_CONTACT_REL_API.CREATE_CONTACT - ORA-20001: The Person ID that you have entered does not exist (Doc ID 2375747.1)

Problem Statement:
When attempting to load Employee Contact Data using hr_contact_rel_api.create_contact API the following error occurs.

They are trying to set the from date of the relationship prior to the effective_start_date of the person they're trying to associate the new contact with.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Load employee contact information using the api call  hr_contact_rel_api.create_contact API

2. The load errors / fails with the above error.
