Sales Order Transactions Getting Stuck In Transactions Interface With Error, "The quantity entered is higher than the allowed deviation for the item. Please re-enter." (Doc ID 2376090.1)

Symptoms

On : 12.2.5 version, Inventory Convergence

Sales order transactions are getting stuck in the transaction interface table (mtl_transactions_interface, MTI) for items that are dual UOM controlled. This is occurring when lines are split. The stuck interface transactions show the error:

The quantity entered is higher than the allowed deviation for the item. Please re-enter.

Looking at the ORD12 script output, there are sales order pick transactions in MMT with 0 secondary quantity. When trying to ship these, they get stuck because of the 0 secondary. Unclear why the sales order pick transactions were processed even though they also had 0 secondary qty.
