12.2 E-Business Suite Applications Technology Stack OID SSO To OAM Registration Fails And Users Are Unable To Access The Login Page, It Does Not Load / Display Successfully And A Blank Page Displays With "Oracle SSO" (Doc ID 2376118.1)

After following the below document to configure SSO with EBS, all the steps appear to have completed successfully:

<Note 1576425.1> - Integrating Oracle E-Business Suite Release 12.2 with Oracle Access Manager 11gR2 (11.1.2) using Oracle E-Business Suite AccessGate (Doc ID 1576425.1)

 However when attempting to login the SSO login page is not received, and instead the following is received:

'The text "Oracle SSO" appears in the upper left corner of the page, with no errors, graphics, or buttons.'

The AppsLocalLogin.jsp URL allows successful Login.

The issue can be reproduced at will with the following steps:
1. Follow <Note 1576425.1>
2. Login to EBS using the AppsLogin URL

The issue has the following business impact:
Due to this issue, users cannot Login using the OAM login page.
