Unable To Perform Account Alias Transactions, get Error FRM-92101: There was a failure in the Forms Server during startup (Doc ID 2376255.1)

Symptoms

When attempting to perform an Account Alias transaction using the % to query for account alias', the following error occurs.
The error also occurs when using the list of values (LOV) for the field.
However, if the account alias is known, it can be entered manually and it works as expected.

Error
FRM-92101: There was a failure in the Forms Server during startup.
This could happen due to invalid configuration


Steps
The issue can be reproduced at will with the following steps:
1. Navigate to Transactions>Miscellaneous Transactions
2. Select Account Alias Issue
3. Either click the LOV button or enter a % in the field.
