Goal

Cannot fund any contracts since applying <patch 27333735>. Getting an erroneous contract status notification stating that the contract is in a status that includes the following operational control:

You cannot create or update the Funding details at this time. The operation "Funding Workbench in Read Only Mode" is setup for the current header status. Short Name is OKE_OPN_NO_UPDATE_FUND.

The current header status is Active and the operation, "Funding Workbench in Read Only Mode" is not enabled for this status.
