ACTUAL BEHAVIOR
---------------
When viewing or taking a published UPK course using Chrome browser the border around text boxes is missing parts on each side of text box. This makes viewing very difficult.

EXPECTED BEHAVIOR
-----------------------
Text boxes should appear normal when viewing published content.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Publish content using UPK Publishing wizard
2. View the content using Google Chrome browser


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot view published content text boxes properly.
