FRM-40212 Invalid Value For Field User_Name When Trying to add User Name to Resource Record

Symptoms
On : 12.2.5 version, Production, Define Resources Form
When trying to add a user_name to a resource in the Define Resources form (JTFRSDEF), we are getting an error message.
ERROR
FRM-40212: Invalid Value for Field User_Name
STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to CRM Resource Manager > Maintain Resources > Resources
2. Query for user 'xxxxx '
3. In the 'User Name' field, we try to input the User name (which exists in fnd_user table), we receive an error message that it is invalid value
If we try to invoke the LOV [...], it gives a message that the LOV has no values
