UK: Enter Paternity Pay Record Errors: Birth Date must be entered if the Paternity Pay Period Start Date is not null

When entering Paternity Pay Start Date on the creation of the Paternity record, the following error occurs:
APP-SSP-36092: Birth Date must be entered if the Paternity Pay Period Start Date is not null
This is the work around detailed in Bug 13887413 as when trying to enter the PPP Start Date post record creation gives the same error. We are now in the situation where we can not create Ordinary Paternity records with out entering dummy Birth Date & Notified dates if creating these records in advance or we receive a APP-SSP-35019 error. Could you please assist with a resolution that does not involve recording incorrect data on an employee record.
Steps to reproduce:
The issue can be reproduced at will with the following steps:
1. Enter Paternity birth details
2. Enter PPP Start Date
3. Error is thrown
