Mandatory Field Validation in Objective Settings Period

Employees can submit objectives without filling out Mandatory fields during Objective setting
During the Objective Setting process, users are required to select their objectives and fill out some fields under the Measurement and Description Tab when updating their chosen objective.
The issue can be reproduced at will with the following steps:
1. Personalize some fields to be mandatory in Description tab for Objective
2. Update objective and provide info required in Measurement tab
3. Required info from Description tab are not provided
4. Click Apply from Measurement tab -> no warning is displayed about required info from Description tab
