UPK: UPK Developer Client Help Menu Does Not Load Completely (Doc ID 2379250.1)

On : 12.1.0.2 version, Client

ACTUAL BEHAVIOR

When clicking on any link in UPK Help menu, the player does not completely load in browser

EXPECTED BEHAVIOR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. launch UPK Developer
2. Click on Help->Content Development Help
3. Choose Internet Explorer to open player
4. Note sometimes it opens, sometimes it hangs

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot reliably launch help topics.
