Special Inputs Element Replacement Amount is Not Working Correctly

Symptoms
When attempting to use Special Input element to make the main element's deduction $0 by adding replacement amount as $0, there is no change in main element's deduction amount. Also, when entering an amount > 0, the amount deducted is half of the amount entered.
Example 1:
a. Create Element entry for 'Vol Life EE Special Inputs' with Replace Amt: 0.00
b. Run Quick Pay and find that 'Vol Life EE' deduction took the regular amount instead of $0
Example 2:
a. Create Element entry for 'Vol Life EE Special Inputs' with Replace Amt: $50
b. Run Quick Pay and find that 'Vol Life EE' deduction took $25 instead of $50
