Form Allows WIP Issue for Quantity Slightly Higher than Onhand, API Does Not Allow This

Item's primary UOM is LB, UOM used on batch is KG
Conversion is 1 KG = 2.20462262 LB
Onhand qty is 1033.968 LB
On the batch Material Transactions form, customer creates a WIP Issue for 469 KG, which converts to 1033.96801 LB. This goes through without error. It creates a transaction with transaction qty 469 KG, primary qty 1033.96801 LB. The new onhand quantity ends up as zero (not .00001). It is unclear why this is processed successfully, but the customer is happy with this.
If they try to create a WIP Issue using the gme_api_pub.create_material_txn API, and they pass 1033.96801 LB as the transaction quantity, they get error:
Quantity must be less than or equal to Available to transact
If they pass 469 KG to the API as the transaction qty, they also get the error.
Customer wants the API calls to go through as the Form works.
