Components Of Phantom Subassembly Are Not Showing On Correct Op On Work Order

Goal
User has the following setup
1.Inherit phantom op seq is unchecked (default is Yes) in the BOM parameters
2. Assembly 11111 has PH22222 as phantom on op#70
3.SubAssembly PH22222 has 4 components as shown below
PHC1
PHC2
PHC3
PHC4
4.When the WO for 11111 is created all the 4 components above under the phantom PH22222 show on op#1 instead of op#70.
Why should they show on op#70 because the Inherit phantom op seq is unchecked (default is yes)
