When attempting to cancel a PO,
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Purchasing
2. find the PO, 82046, cancel
3. APP.-PO-14160

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot cancel the PO.
