Symptoms

In Buyer Work Center, user can get to iProcurement via the Requisition
Approval History Link. The users shouldn't be able to access iProcurement

Steps To Reproduce
-------------------
1. Nav > BWC > Requisitions > Demand Workbench
2. Locate Requisition
3. Click on Status field "Approved"
4. Requisitions: Demand Workbench > Requisition XXX Line X: Details >
Approval History for Requisition XXX
5. You can then click on SHOP tab and access iProcurement functionality
